MSA's Newest EXCEL Project Ahead of
Schedule and Under Budget |

New City, NY - Michael Shilale Architects,
LLP, a leading Rockland County architecture,
engineering and energy efficiency consulting
firm, announces that the final phase of a $15
million dollar Capital Improvement Program for
the North Rockland Central School District
(NRCSD) was dedicated last week.
According to Michael Shilale, founding partner
of MSA, many of the critical capital
improvements that were made are not highly
visible such as upgrading boilers and roofing,
and replacing insulation and lighting, however
the beautiful new entrance to the High School
is something we are very proud of. This
exciting project has made a significant
difference in all 10 District school
buildings, and will save the District multiple
millions of dollars.

district architects and for the trust and
partnership we have with the Board of
Education, led by Mary Romano; the
Superintendent of Schools, Ileana Eckert; the
Assistant Superintendent for Business Mike
Senno and his longtime predecessor Jim
Johnston; as well as the Director of
Facilities Paul Rooney,” says Shilale.
“When you talk about projects of this
magnitude, you’re going to have surprises
along the way. It was amazing how quickly they
responded with short-term and long-term
solutions. Michael Shilale and John Cirilli of

The modernization and beautification of public
spaces via the EXCEL Infrastructure Upgrade
Contract includes a new, easier access entry
plaza, new signage and plantings at North
Rockland High School. Via the $7 million
Energy Performance Contract and MSA’s
guidance, the district instituted a new
programmable energy management system that
includes an innovative co-generation system
that uses natural gas to generate heat and
electricity for pool water, air in the pool
space, preheating water, and other
efficiencies.
As District
Architects, MSA conducts evaluations of all
ten NRCSD buildings every 5 years, to identify
potential issues, outline cost-effective
solutions, and mitigate tax payer cost through
existing state and local energy efficiency
incentives, protocols and capital improvement
programs.
