Next week, Michael Shilale Architects, LLP (MSA) and
the North Rockland Central School District (NRCSD)
will present their strategies for implementing over
10 million dollars of capital projects at no cost to
their taxpayers. In these dire economic times,
it became clear that a rethinking of capital funding
was required to maintain a high quality learning
environment for the over 8,000 students in the
district. MSA is proud this program has been
accepted by NYSSBA and encourages all conference
attendees to come and learn from their peers how to
bring these strategies to their own districts.
Superintendent of
Schools, Ileana Eckert states, "It is important to

financial challenges now facing schools. Over the

Design and finding creative financing and cost
saving alternatives for our district.”
Strategies such as
Energy Saving Performance Contracts, utilizing FEMA
dollars, Grant possibilities, Leasing and a
Electrical Service Upgrade are explored. Five
different strategies will be presented that helped
the North Rockland Central School District fund over
10 million dollars of capital improvements. After an overview of the
challenges the District has confronted, the session will present
each strategy with associated benefits and cautions.
Detailed information will be provided to communicate
the process along with sample calculations to
communicate how the strategy pays for itself.
